I would not have thought that they would have to lay the full 2,000 miles of cable to find out that it would not work?
Near as I can tell, that's exactly what happened. It was only on subsequent cable laying expeditions that they thought to relay Morse code messages from ship to shore along the partially laid cable and confirm it was working as expected.
